just got on the web as of july. we called for a controller's report knowing that our statistics and reporting is not what it should be. the comptroller's office report to this body in january, we're acting and continue to act on the recommendations. i am absolutely not satisfied that we're not where we should be. sooner acknowledging that staff has done a great job getting us to where we are as fast as they have. we will present a comprehensive plan on where we are and how fast and possibly a date as to when the road map will take us to where we need to be. reform was passed by the board of supervisors on july 31 and has been placed on the ballot. he did send an e-mail and reminder. there is a fine line. the commission cannot write an argument for this particular matter, knowing that the election season is coming up, please read. is a nine page memo. some of it does not pertain to you, but some key things do pertain to you. please make sure you read that to make sure there are no ethics issues as we move forward with the election season. next, the payroll expense tax exclusion. yet how it was written was about upon -- that upon as soon as it takes affect the payroll tax of seclusion -- pactiv solution would go away, so when the gross receipts measure passes in november, it is in effect, so the payroll tax exclusion is no longer in effect. right before recess we have a conversation with supervisor farrell office, so we will be working with his office to amend that ordinance, so it fulfills its original intent. it is an oversight with lack of understanding exactly what the full measure was going to be regarding the business tax reform, so if

construction contract. during one of our ground-breakings, we were lucky to have julie berry, who is also present here, who does concrete work. cam-con is the small businesses she operates. she came to us with three employees after she did get a contract. i believe she has raised up to 10, and she has brought at least one, maybe more, concrete pump trucks. six now. well, that is even better. so we have good examples of those who really want the contract, work at it. we provide the opportunity, and the rest of it is with those who have the skills to come forward. as i mentioned, paul, julie, and michael sitting next to julie, is also part of the business that is run. julie was -- and her company, was actually featured on the white house website and the federal highways d.o.t. site for a number of weeks because of work she did. she played a trip to virginia, and the federal highway was looking at the program that our small business and disadvantaged business had put together as an example of how the out reaches should be done and how we can make these works available to everyone who is will

as to the fair market rental value to be used on the date of the renewal of the sublease. that is a july 1, 2008. so our discussions are around what the market conditions were in july of 2008. not today. staff turnover furthered the challenges in reaching an agreement and intervening litigation involving the property. not necessarily this particular issue but the property also further delayed timely resolution. that all said, what is before you is, in our opinion, a reasonable agreement as to the fair market rent of the property as of july 1,2008 of $19 a square foot per year. i have on the overhead some of the comparables used by an independent firm hired by the city to look at this back in 2008. the comparables at that time were $40 a square foot, at 1155 market. $33 a square foot at tenuin plaza. 35, 26, 31, 36. i think you see the point here, a resolution at 19 as the fair market rent is a reasonable conclusion from the city's perspective. this will mark the first increase in the rental rate since the sublease began in 1992. the rate is fixed for the term. the term is through august 31 of '1

after july 2010, planning would assess the fee and dbi would collect and enforce the fee. for projects issued building or site permits before july 2010, either mta or dbi would do -- excuse me mta would do the assessment in both cases but either mta or dbi would do the enforcement in collection depending whether certificate of occupancy has been issued. if one has not, g goh would dbie collection. the difference is because prior to july 2010, the mta had full administrative authority over the tidf. in july 2010 ti tidf was consolidated with other planning fees. however, there is a transition period that's required. so this would allow for an appropriate approach to different projects, depending where they are in the process. finally, the proposed tidf update would tie the future tidf -- of planning code 410 which establish requirements for report analyzing, and updating fees. and both i and ms. -- from mta are available for questions. thank you. >> chair mar: also have regina dick intri, director from the office of small business with us as well. supervisor wiener? so why don't we ask

. -- matt lopez. saturday, july 16, 2011, officer richard hastings and asked matt lopez were on duty and in uniform. their primary assignment was to be on a fixed post detail on the imminence of a railway platform on third street between oakdale avenue and plu avenue. this platform and the surrounding areas are notorious for high incidence of robberies, aggravated assaults, indiscriminate shootings, gang activity, illegal firearm possession, as well as a multitude of quality of life cripes. the bayview station has dedicated a high-level police resources to this area, particularly to a recent rash of robberies on and adjacent to the platform. well on the platform, officers tastings and lopez contacted the subject later identified as kenneth harding jr.. he was on the railway vehicle. the officers determined the suspect was riding without benefit obtained. the officers escorted the subject off of the vehicle without incident and requested he sit down on one of the benches nearby. mr. harding complied with that request well officer lopez conducted a standard warrant record check. as he

july 5, and what happened that day? two operating engineers work for 32 hours. a laborer and his friend work for a total of 16 hours. two four men work and three carpenters. our total number of employees on that day was 68, 11. another day we have one engineer who worked for eight hours, and four labor received put in an eight hour day. -- four laborers each put in an eight hour day. what we know is that rec and park posted a sign saying there would be a closer to one of the dog areas that would remain open for two weeks while they worked on plumbing. it has been over a month. and they are not done. delays have nothing to do with this permits. this has to do with soil conditions they did not test for, and now they are dealing with them, and they have got a delay. now i have asked you to pay attention to one important piece of information. i do not happened to have a historian in my back pocket, but i did meet richards, and while standing there looking at some photos he obtained, we looked and noticed this is from the house. how important, and how required to be preserved under federal l
